RTP - Instant Bank Transfer

An RTP eligibility check is performed against the bank routing number.

Response values are :

ENABLED - Routing number is eligible for RTP
DISABLED - Routing number is ineligible for RTP
UNKNOWN - Routing number eligibility has not been determined, invoke API call to refresh RTP eligibility status.

Payer must be configured for RTP to send RTP transactions
